Katen Kyōkotsu is the name of Shunsui Kyōraku's Zanpakutō. The karamatsu shinjū is basically who will drown faster… so, having the opponent who's badly wounded and inflicted with disease, works in the favour of drowning the opponent in the imaginary ocean of reiatsu. And the last step is basically cut off the wind pipe, so the person can hold his/her "breathe" and dies faster.
